ADDENDUM NO. 3

UPGRADING WORKS, REHABILITATION, SPOT IMPROVEMENT, GRAVELLING AND CONSTRUCTION OF STRUCTURES FOR THE FY 2025/26

Final Addendum No.3 & REVISED BOQ

Reference is made to the Tender Notice that appeared in the Star Newspaper dated 2nd October, 2025, the Long Advert dated 21st October, 2025, Clarification No. 1 dated 28th October, 2025, Addendum No. 1 dated 3rd November, 2025 and Addendum No. 2 dated 14th November, 2025.

 

The Authority has received numerous requests for clarification on the above referenced procurement and Interested Bidders are requested to note the following clarifications and amendments;

 

  1. The Tender Documents for the below listed tenders (under Table A) have been revised and shall be uploaded and can be accessed with effect from 5th December, 2025. The tender submission dates for the tenders listed under Table A is hereby revised as detailed below.

The length of the project roads is approximately 23 Kms of which 12 Kms is in Kesses and 8 Kms is in Ainabkoi Constituency of Uasin Gishu County and 3 Kms in Keiyo South of Elgeiyo Marakwet County.

·       Laying and compacting of 35mm thick Asphalt concrete type II (0/14 mm) wearing course on carriageway and shoulders or as instructed by the Engineer 8)

·       Spreading of a single seal surface dressing (10/14mm)

 

The following item has been added to Section 102 : Extent of Contract :-

·       Construction of double-seal surface dressing of 14/20 and 6/10 gradation on carriageway and shoulders

 

2.     The revised BOQ with revised quantities for Bill 15 and Bill 16 has been amended and attached as Annex 6 and should be used in place of the attached BOQ in the tender document

Belekenya – Karlel – Kaptildil – Chepterit Road

 The Location for the Tender for Belekenya – Karlel – Kaptildil – Chepterit Road, Tender No. RWC 762 is Nandi and NOT Uasin Gishu as given in the Long Advertisement.
18 RWC 837:

Upgrading to Bitumen Standard of Chebole – Siongiroi – Labotiet –

Chebunyo – Dikir Roads

 1.     The Time for Completion under Section IX: Special Conditions of Contract has been amended as follows:

A.  Construction: Thirty (30) Months

B.    Maintenance and Rectification during Defects Liability Period: Twelve (12) Months

C.    Performance Based Routine Maintenance: N/A

 

LOT 2 Tenders (Clarifications and Amendments)

1. RWC 736:

Construction of  Enaramatishoreki Bridge

 1.     Appendix A and Appendix B do not form part of the Appendices under this tender. Item 1.04 shall be a PC Sum of Kshs. 2,000,000.00 provided by the Bidder. Item 1.05 is amended to read as follows;

“…E.O item 1.04 for Contractor’s overheads and profits.”

 

2.     All drawings referred to under bill items 1.03, 8.09, 17.02 and 20.08 do not form part of this tender document and shall be provided on site upon commencement of the project.

 The quantities for Bill items 12.01 and 12.02 have been amended and attached as Annex 7 and shall replace those captured under the BOQ in the tender document
3. RWC 738:

Upgrading to Bitumen Standard of Kirege – Forest – Mabukuro

 Bill Item 1.13 under Section VII: BOQ has been amended as follows;

“Provide with drivers, insure and maintain two 4WD fully loaded double cabin pick up of minimum diesel engine capacity 2800cc approved for the exclusive use of the Engineer, inclusive of the first 5000 kms per vehicle month. Vehicle to revert to the Contractor at the end of the project.”
4. RWC 742:

Upgrading to Bitumen Standard of Nyalilbei – Ng’eny – Lower Moiben & Ng’eny – Kapng’etuny- Serego and Loop Roads

 1.     The tender name has been updated to read UPGRADING TO BITUMEN STANDARD OF NYALILBEI – NG’ENY- LOWER MOIBEN – KAPNG’ETUNY- CHEPTERIT LOWER MOIBEN LOOP, NG’ENY – SUGUTEK AND LEMORU – NATASHA LOOP ROADS

2.     The following clause under Special Specifications has been amended:

 Under SECTION II: TENDER DATA SHEET Part C. Preparation of Tenders, ITT 21.1 has been amended as below

2.     The Tender for Upgrading to Bitumen Standard of Selia – Turbo Road is given under Lot 2 with the Tender No. being RWC/746.

 

  1. The NCA Categories for various tenders under Lot 1, Lot 2, Lot 3 and Lot 4 have been amended as detailed under the tables attached as Annex 12
  2. The Public Procurement Capacity Building Levy (PPCBL) of 0.03% shall apply to all tenders under Lot 1, Lot 2, Lot 3 and Lot 4. Interested bidders MUST ensure their bids conform to this requirement in the format prescribed. An extract with the prescribed format for applying the PPCBL under the Summary of Bills of Quantity is attached as Annex 13.
  3. The Pre-Tender Site Visit Dates for Lot 2, Lot 3 and Lot 4 tenders shall be extended and open to Interested Bidders from 1st December, 2025 to 5th December, 2025. Interested Bidders should contact the Respective Regional Offices for the exercise as detailed in the Long Advert and shall be required to have the Certificate of Bidder`s visit to site signed by the respective Regional Directors.
  4. The Submission and Opening Date for Lot 1 tenders is hereby revised from 27th November, 2025 to on or before 4th December, 2025 at 11.00 am. This is with the exception of revised Lot 1 tenders given under Table A above.
  5. The Submission and Opening Date for Lot 2, Lot 3 and Lot 4 tenders remains as on or before 16th December, 2025, 17th December, 2025 and 18th December, 2025 at 11.00 am respectively. This is with the exception of revised Lot 2 tenders given under Table A above.
