TENDER NOTICE

 

ADDENDUM NO. 2

UPGRADING TO BITUMEN STANDARD OF PROJECT ROADS & CONSTRUCTION OF DRAINAGE STRUCTURES ON VARIOUS ROADS – LOT 10

Addendum No. 2 – Lot 10

Reference is made to the Tender Notice that appeared in the MyGov Edition of the Star Newspaper dated 5^th May 2026, Long Advert dated 5^th May, 2026, and Addendum No. 1 dated 14^th May, 2026.

 

Interested Bidders are requested to note the following clarifications and amendments;

 

1. That the foreign tenderers 40% rule (for foreign tenderers) shall apply for ALL OPEN Tenders under Lot 10. Bidders will be required to provide Properly and dully filled, signed and stamped form (FORM 1 FT) of foreign tenderers 40% rule.

 

2. That a Margin of Preference shall be applied for ALL OPEN Tenders under Lot 10. The application of Margin of Preference shall be as detailed under Table 1, Part C (Margin of Preference & Reservations), Item 17 of the evaluation and qualification criteria given in Section III of the Tender Document.

 

3. That the Tender Data Sheet under Section II of the Tender Document for Tenders under Lot 10 shall have as an Addition of ITT 45.1 the following;

Add to ITT 45.1:

The procuring entity may conduct negotiations as prescribed where—

(a) there is a tie in the lowest evaluated price by two or more tenderers;

(b) there is a tie in highest combined score points;

(c) the lowest evaluated price is in excess of available budget; or

(d) The scope and the provided tender sum have a major discrepancy; the Accounting Office may negotiate the scope upwards to ensure value for money with the tender sum remaining as read out.

 

4. That the submission date for the tender for Upgrading to bitumen standard of Ithagani – Ngorika/ Ngorika – Mbaruk/ Ngorika – Kanyiriri Road, RWC/ 1013 is on or before 28^th May, 2026 at 11:00AM as detailed in the tender document.

 

5. That the submission date for All other tenders under LOT 10 remains as detailed below. The submission location, venue and place of opening remains as Barabara Plaza, Block B, 3^rd Floor, South Wing.
