Strengthening Axle Load Enforcement Through Strategic Collaboration and Innovation

The Kenya Rural Roads Authority (KeRRA) has taken significant steps to reinforce axle load enforcement through a coordinated, multi-agency approach aimed at safeguarding the country’s road infrastructure.

The programme commenced with a high-level consultative meeting that brought together the Traffic Commandant of the Kenya Police Service, Mr. Benjamin Mwanthi, the Deputy Traffic Commandant, Mr. Kepkemoi Kirui, the KeRRA Director General, Eng. Jackson Magondu, Eng. John Mativo, who is in charge of Axle Load Control and a representative from the Axle Load Enforcement and Highway Unit, Ms. Jerobon Ngeny. The discussions focused on harmonizing enforcement strategies, improving compliance mechanisms and reinforcing collaboration among agencies tasked with safeguarding road infrastructure.

Following the consultative engagement, a joint inspection exercise was undertaken across all active KeRRA virtual weighbridges. The inspection and acceptance committee, led by the Director of Road Asset Management (RAM), Dr. Eng. Peter Gichohi, visited key sites including the Mwareni Virtual Weighbridge in Kilifi County, Kamukuywa Virtual Weighbridge in Bungoma County, Lanet Virtual Weighbridge in Nakuru County and the Ngong–Suswa–Ewaso Kedong Virtual Weighbridge in Kajiado County. The exercise provided an opportunity to assess operational efficiency, validate system performance and ensure the infrastructure meets the required standards for effective axle load monitoring.

The inspection tour culminated at the KeRRA Headquarters, where the team conducted a comprehensive review of the Axle Load Server Room and the Data Control Centre. This final phase underscored the Authority’s investment in technology-driven enforcement systems designed to enhance real-time monitoring and data-driven decision making.

Building on the inspection exercise, the axle load team proceeded to roll out stakeholder sensitization campaigns across Meru, Bungoma, Kericho, and Vihiga regions. These engagements brought together a broad spectrum of stakeholders, including representatives from the Office of the Director of Public Prosecutions (ODPP), the Judiciary, National Government Administration Officers (NGAO) and the Truckers Association of Kenya.

The sensitization forums focused on educating transporters and industry players on axle load regulations, compliance requirements and the long-term benefits of adhering to prescribed limits. Emphasis was placed on the critical role of compliance in prolonging road lifespan, reducing maintenance costs and ensuring safer road usage.

To conclude the initiative, the KeRRA Director General, Eng. Jackson Magondu, alongside Eng. John Mativo, held a high-level engagement with the Deputy Inspector General (DIG) of the Kenya Police Service, Mr. Eliud K. Lagat, CBS. The meeting reaffirmed the commitment of both institutions to sustained collaboration in enforcing axle load regulations and protecting the country’s road infrastructure.

This integrated approach, combining policy alignment, infrastructure inspection, technological oversight and stakeholder engagement, demonstrates KeRRA’s continued commitment to protecting the nation’s road network. By fostering strong partnerships and promoting responsible road use, the Authority is laying a solid foundation for sustainable infrastructure management and enhanced service delivery.
