TENDER NOTICE
ADDENDUM NO. 1
TENDER FOR PROVISION OF INTERNET SERVICES (WIDE AREA NETWORK – WAN) AT KeRRA HEAD OFFICE, DISASTER RECOVERY CENTER (DRC) AND 47 REGIONAL OFFICES
TENDER NO.: KeRRA/08/38/02/2025-2026
Reference is made to the Tender Notice that appeared in the MyGov Edition Star Newspaper dated 10th February 2026 and the Long Advert dated 11th February 2026.
a). Interested Bidders are requested to note the following clarifications and amendments;

Kindly clarify if this should be the case or certificates of registration will serve as evidence of years of experience as the providers with 5 years of experience as per license will be disadvantage |
The Certificate of Registration shall serve as evidence of the bidder’s period of incorporation and operational existence, and will be used to assess the firm’s years of experience.
In addition, bidders must attach Three (3) Completion Certificates and/or Reference Letters from reputable organizations as proof of having successfully undertaken and completed similar assignments of comparable scope and complexity.
Failure to provide the required documentary evidence may result in disqualification at the technical evaluation stage. |
| 2 | Qualification Criteria item 14: Manufacture Authorization Form (MAF) for equipment. Though this has been requested, the scope does not include provision of active equipment to KeRRA hence it would not be possible to get a MAF. | The Manufacturer’s Authorization Form (MAF) is not applicable to this tender, as the scope of work does not involve the supply, delivery, or installation of hardware components. Accordingly, bidders are not required to submit a MAF as part of their tender documentation. |
| 3 | Qualification criteria item 16: for written warranty for software, hardware and accessories supplied | A warranty is not applicable for this tender, as the scope of work does not include the supply, installation, or provisioning of software, hardware, or associated accessories. Consequently, bidders are not required to provide warranty documentation. |
| 4 | Qualification criteria item 20: Licensing and Registration. While item 20 of Qualification criteria is asking for Telecommunication Contractor License, 1st item under Licensing and Registration for at least Tier II Data Network Operator license. Kindly confirm if both are necessary for the scope of providing Internet Services and WAN at KeRRA Head Office and 47 Counties. Our understanding is that the scope is for providing services covered by Tier II license from CA hence Telecommunication Contractor license applicable to contractors will not be relevant and should be excluded | The Telecommunication Contractor License is not applicable for Tier I and Tier II service categories. |
| 5 | Technical Requirements “Primary” links items: The requirement is for all Primary links to be on Fiber. While the ask speaks to regional offices, in technical requirement, only KeRRA HQ and DR have requirement for Primary and Secondary link. There are KeRRA offices in areas where there are no fiber coverage from any operator. The request is for operators to quote any technology that will allow delivery of service at the expected SLA and quality. | Bidders are required to quote any technology that meets the SLA requirements and complies with KeRRA standards. |
| 6 | Extension of Fiber Link: The ask is for extending fiber between Block B and Block C. We seek clarification if the extension will be via Dark Fiber build and operated by the operator or normal LAN extension based on the equipment installed. | The preferred media should be dark fiber. |
| 7 | Table 5: Personnel Qualification item 2 is seeking the total employee base to be at least 200 and proof should be provided which includes KRA PAYE summary. We request this be exempted due to the following reasons,
The KRA PAYE information does not have a summary which indicated just total number of staff and PAYE value but have personal details of each and every staff the company has, this will therefore lead to exposing of personal data of colleagues which the HR/Payroll administrators have a responsibility to protect
Instead of KRA PAYE information, we request you accept a letter indicating the total number of staff running our business. |
Amend Personnel Qualification Item No. 2 under Table 5 to read as follows;
“The ISP must have a permanent, full-time employee base of not less than two hundred (200) staff as of the date of tender submission. Provide a staff schedule/ List of staff with designations through a formal letter”. |
| 8 | Request for Extension of Submission date to accommodate the clarification responses | The submission date is hereby revised from 4th March 2026 to on or before 6th March 2026 at 11:00AM.
Bids not received at the submission venue by the closing date and time will not be accepted for opening and will be rejected and returned unopened. |
b). Clarifications and amendments made through this Addendum shall take precedence.
c). Bulky tenders which do not fit in the Tender Box shall be delivered to the Supply Chain Management Office located on the 3rd Floor, South Wing, Barabara Plaza, Block B.
d). Interested Bidders are required to continually check the Authority’s website: kerra.go.ke for any tender addendums or clarifications that may arise before submission date.
e). Bidders with enquiries are encouraged to do so vide the email address procurementhq@kerra.go.ke.
f). All other information pertaining to the tenders remains the same.
