UPGRADING TO BITUMEN STANDARD OF PROJECT ROADS & CONSTRUCTION OF DRAINAGE STRUCTURES ON VARIOUS ROADS – LOT 9

Reference is made to the Tender Notice that appeared in the MyGov Edition Star Newspaper dated 3^rd March 2026 and  the Long Advert dated 8^th April, 2026, and Addendum No. 1 dated 9^th April, 2026.

Interested Bidders are requested to note the following clarifications and amendments;

 

1. The Tender for Upgrading to Bitumen Standard of Gitare – Kanya – Munyutu, Tender No. RWC/958 is hereby
2. The correct Tender for Upgrading to Bitumen Standard of Makuti – Kwa Nzivo – Kwa Kitaru, Tender No. RWC/963 is Jnc C67(Krwara-Kigio-JnctC67(Blue Post), Ithangarari-Rwaitira Loop and Maki Dam link Road.

6. The correct Tender name for the Tender for Upgrading to Bitumen Standard of Machinery – Kyumani – Kibwezo Changiwa – Kalandini, Tender No. RWC/981 is Upgrading to Bitumen Standard of Machinery- Kyumani- Kyanginywa – Kalandini ( Barrier).
7. The correct Tender name for the Tender for Construction of Kavotho Bridge, Tender No. RWC/982 is Construction of Kavuthu Bridge.
8. The correct Tender name and Description for the Tender for Upgrading to Bitumen Standard of Muoni Bridge, Tender No. RWC/991 is Construction of Muoni Bridge.
9. The correct location for the Tender for Construction of Muoni Bridge, Tender No. RWC/991 is Makueni and NOT Machakos. The Long Advert is hereby amended to reflect as so. The assembly point for the Site Visit shall be KeRRA Office Makueni.
10. The correct location for the Tender for Upgrading to Bitumen Standard of Kangonde – Masinga – Kaewa – Kithyoko, Tender No. RWC/988 is Machakos and NOT Embu. The Long Advert is hereby amended to reflect as so. The assembly point for the Site Visit shall be KeRRA Office Machakos.
11. The correct location for the Tender for Upgrading to Bitumen Standard of Matisi – Teremi, Tender No. RWC/990 is Bungoma and NOT Machakos. The Long Advert is hereby amended to reflect as so. The assembly point for the Site Visit shall be KeRRA Office Bungoma.
12. The correct assembly point for the Site Visit for the tender for Upgrading to Bitumen Standard of Githiga- Gatitu -Kamondo- Mutuya is KeRRA Office Kiambu and NOT Nakuru.
13. The correct NCA category for the Tender for Upgrading to Bitumen Standard of Wote Kako – Ngoluni, Tender No. RWC/983 is NCA 1 or NCA 2 or NCA 3. This is a must meet requirement.
14. That the tender documents will be available for download as from 24^th April 2026. Interested Bidders are advised to download the Tender Documents from the Authority’s website kerra.go.ke.
15. That the foreign tenderers 40% rule (for foreign tenderers) shall apply for ALL OPEN Tenders under Lot 9. Bidders will be required to provide Properly and dully filled, signed and stamped form (FORM 1 FT) of foreign tenderers 40% rule.
16. That a Margin of Preference shall be applied for ALL OPEN Tenders under Lot 9. The application of Margin of Preference shall be as detailed under Table 1, Part C (Margin of Preference & Reservations), Item 17 of the evaluation and qualification criteria given in Section III of the Tender Document.
17. That the Tender Data Sheet under Section II of the Tender Document for Tenders under Lot 9 shall have as an Addition of ITT 45.1 with the following;

Add to ITT 45.1:

The procuring entity may conduct negotiations as prescribed where—

(a) there is a tie in the lowest evaluated price by two or more tenderers;

(b) there is a tie in highest combined score points;

(c) the lowest evaluated price is in excess of available budget; or

(d) The scope and the provided tender sum have a major discrepancy; the Accounting Officer may negotiate the scope upwards to ensure value for money with the tender sum remaining as read out.

 

18. That the submission date for the tenders under LOT 9 is hereby revised from 28^th April, 2026 to 7^th May, 2026 and 8^th May 2026 as detailed below for the different tenders respectively. The submission location, venue and place of opening remains as Barabara Plaza, Block B, 3^rd Floor, South Wing.
